    The Richmond City Council introduced a range of proposed tax rates as low as $1.19 last night in a budget battle that is heating up with Mayor L. Douglas Wilder, who wants to hold the tax rate steady. The current rate is $1.23 per $100 of assessed value. The council also voted unanimously to begin an $18 million long-term construction program for the city's schools.
